Directions: (to creating eyeliners) 
1. Dispense a couple of drops into a container.
2. Add a small amount of loose pigment to the liquid.
3. Mix together until you get a vibrant liquid, pigment paint.
4. Apply with a brush and allow it to dry to a water-resistant finish.
